The Aging and Adult Services Division of San Mateo County Health is seeking qualified candidates for the position of Deputy Public Administrator I/II – Aging & Adult Services to, under general supervision, investigate and administer estates of decedents, marshal the assets, manage the affairs and conduct the business of estates in probate; review and approve payments of claims against estates; locate heirs, determine heirship and distribute assets. This assignment may involve working in environments of filthy and odoriferous conditions.
There is currently one vacancy. The position is located in San Mateo but may travel throughout the County.
The ideal candidate is an organized professional with strong interpersonal and communication skills. Successful candidates will have a strong knowledge of real estate and financial instruments and terminology, basic financial market comprehension, basic tax knowledge, the ability to keep organized and accurate accounting records and experience managing diverse workloads. Success in this field will also require sound analytical thinking that allows for processing of information towards a comprehensive plan that benefits the estate.

Examples Of Duties
Duties may include, but are not limited to, the following:
- Conduct thorough investigations of decedents’ estates placed under the jurisdiction of the Public Administrator; locate all estate assets, including real property, personal property, wills and financial records.
- Conduct inventories of deceased persons’ assets and assist in the preliminary appraisal of assets.
- Assist in securing estate assets, including storage of transportable personal property and management of real property until estate is closed.
- Collect monies and other estate assets, including Social Security benefits, veterans benefits, stocks, bonds, cryptocurrency and life insurance, to pay estate debts and taxes, and to disburse to heirs.
- Locate heirs and relatives, using a variety of techniques.
- Interview, advise and confer with heirs, relatives, attorneys, title companies, banks, appraisers, accountants, other public agencies, the District Attorney’s Office and others concerning the administration and probate of estates; provide information regarding County policies and procedures.
- Confer with survivors or heirs of decedents to arrange proper funerals; in the absence of qualified or willing persons, make funeral arrangements.
- Assist in disposing of real estate and personal property, through sale, public auction or disbursement to heirs, as appropriate.
- Initiate required paperwork with courts to liquidate assets, to arrange for the transfer of assets, to establish and manage trusts and handle the financial affairs of the estate.
- Maintain accurate files and records; prepare legal documents within established time limits.
- Prepare detailed reports accounting for all assets, payment of fees and disbursement of estate assets.
- May direct the work of Estate Property Officers assigned to transport and store personal property.
- Perform related duties as assigned.
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Deputy Public Administrator I – One year of experience either receiving, storing, disposing of and accounting for personal and real property, and interpreting, processing and maintaining complex legal documents regarding financial assets; Deputy Public Administrator II – one year of experience administering and conducting the business of estates in probate.
Knowledge of: Principles, practices and methods used in estate and financial conservatorship investment and disbursement; Probate Code and other applicable laws and regulations relating to estate management and disposal; methods and terminology related to the appraisal of real and personal property; practices related to the real property title recording and transfer; techniques for locating next of kin and other heirs; basic business data processing principles; and business arithmetic.
Skill/Ability to: Administer estates and safekeep assets and personal effects; conduct detailed investigations, obtain information, establish facts and draw valid conclusions; interpret, apply and explain County policies and adhere to laws related to assigned functions; organize, prioritize and coordinate work activities; organize and maintain accounting, inventory, appraisal and other detailed business records; prepare clear and concise correspondence, reports and other written materials; use initiative and sound independent judgment within established guidelines; and deal courteously, tactfully and effectively with the public, especially in situations where relations may be strained.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (pass/fail) based on the candidates’ application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
